pitchers classified starters tired after short relief

Using a converted OOTP5 league, I noticed that pitchers designated as starting pitchers (including those not in the starting rotation) were 'tired' the day after pitching as few as 8 pitches, while low endurance relievers behave just like OOTP5, snapping back unless used multiple days. This happens for both human and AI controlled players. Its a great idea if implemented properly, since starters typically aren't high usage relievers, but if the intent is to have the pitcher a part of the relief corp longer term, this doesn't work. I guess a workaround is to reclassify all pitchers not in the rotation, but the AI does not do that for teams it controls. A fix would be to ensure the AI classifies all non-rotation pitchers as relievers.
