Waiver Problem

I am trying to demote 2 pitchers from the majors to the minors. They are out of options so it say I must put them on waivers before I can send them down. I put them on waivers, and they clear, and no matter what I do the ALWAYS go back on my major league roster and I can't get them to the minors. It asks me after they clear if I want to take them off waivers, and boom right back to the majors. Even when I drop them in AAA, they go right back to the majors. Is this a mistake I am making or a game bug? It is killing me having these 2 guys on my roster. But they have some potential so I do not want to release them. Pelase help or fix.
