Ootp6 Still Crashing

Nothing is working. I can't SIM past game one, and I am unable to access the Manager Screen.

I'm using

IBM Thinkpad 390E
Pentium II
192 RAM
DirectX9
6 GB of free space

I've disabled sound and 3D

This is the message I get when I try and SIM
