A different sound bug

I've had this problem for several versions of OOTP ... don't know why I never bothered to ask about it before.

I have the latest version of OOTP, running with all sounds disabled. My computer is a P4 with XP, plenty of hardware for everything, drivers updated to the best of my knowledge.

When I am running OOTP, even with sound disabled, I can't hear any audio from any other program running at the same time. Try to listen to tunes? Nothing ... at best, there's no sound, at worst, I get an error message stating that another program is accessing the sound card. This happens even if all I do is load OOTP and wait at the initial menu screen ... don't have to be playing the game for it to mess with the sound.

Even if I just go into Control Panel and try to test sounds, I get "sound card may be in use."

As I say, this has been true for awhile ... at least version 5, as I recall, perhaps longer.

Addendum: if I'm already listening to something, it continues to work if I load OOTP after the fact. So it's only when I load OOTP first that it takes over the sound card.
