I of course have no affiliation with OOTP, so I can't know for certain, but I doubt that Markus doesn't ever intend to improve in-game play. OOTPDevelopments, great as it is, is just a very small operation with good, but ultimately limited resources.
And this is why I think the merger with SI might be great. SI seems to be a great company with great resources. The little things in OOTP may indeed finally get taken care of.
As for Football Manager, I've just started teaching myself the game of soccer using the demo for CM 03/04. I myself am not enough of an expert to judge how well the in-game stuff works, but from reading the SI boards people seem to be happy with it.
Bottom line is that I remain optimistic. But for me, OOTP is a general management game -- the best in existence right now. It is not yet a field manager game. If in-game play is what interests you most, my understanding is that Diamondmind may be the way to go.
