SP Drag and Drop

I just got OOTP6 and have the latest patch. The drag and drop for SP's isn't working. It works for my MR's and CL's, but I can't seem to shuffle the SP's around. I have to manually take them out of the rotation and put them back in. Is this a problem on my end?
