OOTP 6/Windows 98 Crashing

A buddy of mine is running into issues getting the game to start on his Windows98 based PC. He can't even get into the game. Upon starting, it gives him some form of error message pretaining to an 'access' problem, then dumps out.

I'll try to get the specific message soonest, but I thought I would start there. Thoughts?

He needs to have directX updated to start with, maybe other issues as well.
