Nothing happens when I run OOTP6.EXE

The title explains the problem. I updated to version 6.12, and when I double click on the exe, nothing happens. Does anyone know what's wrong?

In XP: Control Panel>Admin Tools>Services. Make sure LicCtrl is enabled.
