Unable to continue due to international
Both of my goaltenders went to play internationally, leaving me with just one
Because I am unable to find a second goaltender as a backup and I cannot propose a trade offer as they take multiple days, I am currently stuck with no way to progress |

You should be able to sign a free agent goaltender instantly if your roster is in a state that won't allow you to advance - make the offer as you would regularly, and the signing should take place right away, letting you continue.

I'm currently playing in the WHL and when I went searching for a signable free agent goaltender, nobody came up

Strange, there should be plenty of them, might be a quirk of the "signable" setting and the junior league rights - try setting the player search filter for goaltenders age 16-19 in the Junior B generic league (the League option, then the "Generic Leagues" category right at the bottom, then Junior B.) That should give you a bunch of signable guys.
