Financials screwed; Commish mode can't edit them

I get that the financial model might need work (Leafs have the lowest budget in the league!??), but commissioner mode really needs to be able to edit team financials so we can at least make the teams more realistic.

Also, there's no option to edit the cap hit when editing a player's contract in commish mode
