Free agent agrees to a contract, but for some reason never signs it

Nazem Kadri became a restricted free agent. We came to an agreement, he was happy with the offer, but I can't resign him because even though he asks me to submit the offer and tells me he'll sign it he never does, it just seems to go into limbo and then expire time after time.

Logged as a bug. Might explain some odd instances of RFA's leaving AI teams.
