Temporary fix for better historical finances in 3.2.89
One of the things we fixed in the last update was an issue with entry-level contracts in historical play. It looks like that turned out to be a load-bearing bug, as fixing it has revealed some bigger problems with teams' budget management in the immediate pre- and post-cap eras (5-10 years or so on each side of 2005.)
However, there's a relatively easy fix, and not one we'll need to build an entirely new version for. I've attached a file below, historicalfinancialadjustments.csv. If you download that and copy it into your game's \database folder, replacing your current historicalfinancialadjustments.csv file (probably a good idea to back that one up first in case you want to revert back), that'll correct the issues we've found - basically, teams begin to run out of budget space from about 1995 onwards, resulting in strange roster moves like releasing good players, not signing high draft picks, and so on.
If you plan on playing a historical game that'll include the 90's or 2000's, I'd recommend using this file. It'll affect saved games that are underway, but not until the beginning of the following season (and may take a couple of years to be fully effective.) I also made some small improvements to the budgets in earlier years, but they won't be as noticeable since those seasons were functioning well already.
The file won't do anything for non-historical games, with one exception: if you start a Custom game and set the year to a pre-2016 value, then it'll increase the budget room available in that as well.
The file will also be included as part of the next regular update, but since we haven't seen any game-breaking issues come up with 3.2.89, we won't be putting that out until sometime after the holiday. Note that if you re-install the game or update after switching to this file, you'll need to do it again, as the installed version of the file will revert to the problem one.
