CPU Scouting Discoveries

I don't think anybody likes those people that say the game is unfair so I will try to avoid doing that but I am definitely having a harder time this year and there's one thing I can see that's different from past years that might be making some difference. I'll preface this by saying that i'm playing stats only and all fictional so that might have something to do with this.

I'm finding that my scout finds nobody worth anything with international players while other teams find some of the best players in the league. This happens with minor league signings as well which I might just turn off since can't do much with that on stats only. I do have decently high budgets for player development and scouting and a pretty good scout so don't think its anything like that. Anyone else having problems with this or am I just bad at developing which is very much possible as well but don't have a lot of issues developing through the draft.
