I'm not sure what you mean. If you're asking whether those books will help improve stealing and eye, the answer is Yes, if you qualify for the requirements. If you're asking whether those books will improve the max talent rating beyond what you already have, the answer is, Maybe, because the developer has hinted that it can.

for example....if I had a guy who starts out with a 70 steal talent rating in AA ball, and say Henderson's Way of Stealing Volume 6 had a requirement of Stealing 66. Could I read this and have it be worth my while?

Jordan: yes. The 66 means you cannot read that book until you have that much talent in stealing (presumably because the concepts would be too advanced for you). Once you've reached that level, though, or at any time after, you can read the book and learn from it.

Only if you match the requirements and in this scenario, you can only use it if you had at least Stealing of 66. The computer will warn you if you dont match the requirements, both in the Sport Center and in BBay. Note however, the plusses are not guaranteed to be what's described there; in other words, if it says, The Average Joe can get +3 in blah blah, you sometimes WON'T get that +3 and may get something lower.
