BZ 1430: "minor" crash bug

Initial version of OOTP9

1) from the opening menu click on "load game"

2) on the next menu the 'ok' button on the right is grayed out if there are no stored games.
In this situation there are no stored games.
click on "help"

3) on the help menu click "ok"

4) returning to the load games menu the 'ok' button is now active and will crash the game since there are no stored games.

Verified that this is a repeatable crash and logged as BZ#1430
