I know the second number after a first name is the Nation ID, but what is the first one... how often it is used or something?

Yes, I believe the first is the frequency and the second is the nation ID. I'll ask RBLWebGuy to confirm since I believe he was in charge of the names.

Yes that is correct Kq76, 1st is freq, and 2nd is ID
