Cities Per Nation?

Quick Question:

How many cities do you need per nation in your universe...I would like to have some smaller countries with fewer than six cities...is that possible?

My main nation (90% of league) has plenty of cities but some of the smaller countries, i have only entered 1 or two cities....

Will this work?

It will work with any number of cities except 1. But I would guess that if you only wanted one city in your nation you could just have the same city name in the file multiple times.
