Baseball Level (Creating an Isolated Nation)

I have a question about the baseball level field in the nations.txt. I'm trying to create an isolated nation that has it's own league which is quite good, but none of the nation's players are allowed to play baseball in foreign countries (at least for now ).

So my question is, does the baseball level affect the quality of players created in the home nation or is it only used in the calculation to determine the number of foreign players to create from each nation?

Example:

I want to create a league in Nation 3 that is about 80% as good as Nation 1, and players in Nation 3 aren't allowed to play in Nation 1.

Nation 1 (home nation of league): baseball level excellent, foreign pct 20%
Nation 2: baseball level good
Nation 3 (isolated nation): baseball level non-existent, PCM's 80%

So Nation 1 takes 20% of it's players from Nation 2 but none from Nation 3.

My concern is that the baseball level setting of non-existent will affect the quality of players in Nation 3.

Does that make sense?

The baseball level determines the quality of the players from said home country and I believe it has some effect on the amount of players created.

To restrict players from your home league from playing in other leagues, simply prevent that league from leaving that home league. That will keep them put in the home league.

But the game won't prevent those players from being generated in other leagues, unless their foreigner percentage is 0% So...you might run into a problem there.
