Default Setup Question

Not sure if this is a bug, or if I'm mis-interpreting something..

I did a quick start ML game, taking control of the Angels.

Re-organised the system with AI, and it dumped Joe Saunders into AAA, which I thought was odd so I investigated..

On his profile page, it gives him an overall rating of 1/2 a star, with a potential of 2 star. On the scouting report page the same scout gives him a current rating of 4 star with potential of 5 stars..

Any clue what's going on?

I'm trying to find the status of this. I'm sure it was reported during beta but my searching skills are not working properly at the moment.

I've logged this one already today, in this thread. At least, I believe this is describing the same issue. (Please let me know if it's not.)
