Cannot Unlicense or Find E-License Control

Hello. I seem to remember this issue with other OOTP versions prior to OOTPX. However, I cannot use the "unlicense" shortcut because it has no "target" file installed and there is no "Elicense control" in my control panel or any area on the system. Please advise how I can locate this.

I'm running XP.
