managing in minors, AI not keeping my roster full

I'm managing in A ball with roster size set at 25. I'm now down to 23 players after the AI promoted one and another ended up on the DL. After setting up the game and getting rosters assigned I did go and change the age limits for each minor league. Not sure if that would impact the AI's decision to not keep my roster full. Is this a design issue, or should I have not changed roster age limits after rosters were assigned?

Normally a roster will only be short for a few days while a player or two gets signed. If this ain't happenin for you you may be out of free agents to sign or cash. If so you can use the fill league with fictional players button which gets around all that.
