1st Year Player Draft & Nationality Problem

I've created a German Baseball League (Deutscher Bundesliga), including several minor league levels, and I'm having a problem with my 1st year draft and nationality. I have the Roster Rules set at "No Foreigners Allowed" because I would like the game to create only German players and names.

When I have "Base Limit On" set at "League Nationality" the day the draft pool is supposed to be created it's totally blank. When I have "Base Limit On" set at "Team Nationality" the draft pool gets filled, but it's full of mostly U.S. players with American names and a handful of other nationalities.

So, what do I have to do to get a draft pool of players from Germany (or whatever country I set up a league)?

I've tried allowing a couple of foreign players in the hope that I would get Germans with a few other nationalities, but that did not work.

Any suggestions, or is this a known issue?

I figured out the problem. I mistakenly had "Automatically Import Historical Rookies" checked on the Game Setup Rules page. This imported actually major league rookies, which were mostly Americans, Latin Americans, Asians, etc.
