Game won't install. Stops responding

I'm running Windows XP, SP2 with an NVidia 8600 GT graphics card and Intel Quad Core 2.4 Ghz CPU with 4 gigs of Corsair Ram.

The game will not install at all. It takes about 3 minutes after double clicking the install exe for the installer to appear and very shortly it becomes non responsive. This is the second installation. The first time it did install and I was able to enter my ID, however when I tried to start the game it froze at the splash screen. After trying some of the remedies suggested in other threads, I decided to uninstall, and reinstall it however, it wouldn't go past the beginning of the installation program. Thinking the download may have gotten corrupted, I redownloaded it with the same results.
I have disabled anti-virus and firewall, added runservice to DEP and nothing works. Naturally, I have rebooted the machine, warm and cold and nothing.
Because I couldn't get it to run, I was unable to unlicense the game before uninstalling. I hope that doesn't affect the licensing. But under the circumstances, I'm just about ready to ask for a refund.

It's now 6 days after my original problem post and I haven't heard a thing from the OOTP technical staff. If I don't hear something within a couple of days, I'll have no choice but to obtain a refund and not purchase OOTP again.

Uninstall everything completely.

Make sure you delete the things that uninstall doesn't before reinstalling.

I was able to get the installer working. It showed up a full three minutes after launching it. It appeared to install the game and took another 3 or 4 minutes to finish. When I went to run the game I got this error:

The application failed to initialize properly (0xc0000005) Click on OK to terminate the application.

Needless to say, the game won't run so I'm back to square 1.

By the way, I do not have issue installing any other software on this machine. I'm thinking there is some code in the installer that is conflicting with one of my drivers. But that's just a guess.
I don't understand why OOTP Developments didn't just use the standard Windows installer instead of an unknown third party installer?

I appreciate your help and suggestions, but considering the nature of my problem, I want to hear from one of the technical staff.
Bad installation and inability to even start up a program is a serious issue that needs to be addressed by the staff.
Considering that I only have 14 days in which to apply for a refund, I don't particularly like the idea of having to wait half that time just to hear a formal response to my problem.
And I apparently, am not the only one with this issue.
I've been playing OOTP for a very long time, and would like to play this latest version, but if I can't get it running and am getting no help from the technical staff, I'm not ever buying this game again.

I got it running! Had to add OOTP10 to the DEP exceptions.
