Free Agent Offers Disappear

In an online league I'm in, GMs with too much money and too little common sense have been trying to offer a 9 year, $600 million contract to the best free agent available. Anyway, after simming a few days, the offers seem to disappear. The GMs are not withdrawing their offers, and are able to remake the offer once it disappears.

The game says that the player favors the offer of Team A, even though the offer no longer shows up on Team A's list of pending contracts. After a few days, the player signs for much less money (30m/year or so) to a CPU team.

Can anyone help me and tell me what's going on here?

It also seems to be an issue specific to either that player or that level of player. I was able to sign a 20/20 pitcher to a 9/630 contract just fine.

Did the date happen to go past 1/1?
