Will not open external browser for reports

I had this issue a while back, but it was never solved. The link below(not mine) was closed, but not solved either.

When i click open report in external browser, -hour glass-, and then nothing.
XP system, admin rights , Avast AV , ect.
Using firefox, but will use whatever browser works.
Even if i have both browsers open, it doesn't actually send anything to them.
Any thoughts?
