Financial Issues

I debated whether to put this here or over in the main forum as I have a feeling this is more of a design implementation issue then a bug. Anyways, this issue has been around for a while now and I've just always worked around it when dealing with my solo league.

When the settings are set to owner decides the budget, it seems the game arbitrarily decides when to include the amount of cash available when determining the amount of money available for expenses. For example, for signing new free agents, the game takes the budget and adds (or subtracts) the starting balance to determine how much you can spend on free agents. However, it does not consider the cash balance when offering extensions, making trades or determining the scouting budget.

IMO, the starting balance should be considered in all or none of these situations. My preference would be that the starting balance would be used as part of the algorithm the "owner" uses in determining the budget and then the budget is the fixed amount used for all transactions. For example, if the team had revenues of $84, $87, and $79 million the previous three years but have a cash balance of -$10, then to decide the budget, you'd average the three previous years revenues and then subtract say $3 million or so as the owner wants to try and recuperate some of his previous losses.

Just thought I'd throw this idea out there.

This is an area that has been discussed at length lately. The huge cash maximums cause leagues to be near useless in 2-4 seasons. You can't resign your own players but can throw huge contracts to FA's, and you can't make trades unless they match exactly dollar for dollar. Going back to the OOTP9 financials.txt file has helped me so far.
