Toledo Has an illegal number of players on the active roster!

I am simming in commissioner mode and I am now receiving this message. I cannot continue to progress through spring training 1961. How do I fix this?

You might fill the team with Fictional People or sign some Free-Agents.

I've had this same problem too.&nbsp; My minor league teams keep coming down with this issue.&nbsp; All while having no roster limits, and having ghost players turned on.<br>

The most likely reason is that your minor leagues are starting their regular seasons before the major league starts (not uncommon in this era). In the meantime you have a 40-man ML team still playing ST games. So the minors are short-handed. Turning on ghost players is the easiest fix for this. You can choose to turn off ghost players at any later time, if you want (but probably should be left on, if you have injuries turned on).

That is a bit more difficult to explain. Would need more info about the minor league structure, how many players in each team organization, the situation in the minor league teams that are "illegal", etc.
