Ratings Problem

I tried this in the general discussions but nobody is talking. The problem I'm getting is ALL my pitchers are being generated with 64-74 overall/potential ratings. Nothing I do to his individual stats change this except to lower the velocity.

Do you have scouts turned on?

No with scouts on I don't get the two ratings. But that wouldn't seem to matter anyway because the batters work fine. I generated free agents while changing the settings around on the creation modifiers but about 990 of every 1000 I created was green. Even setting stuff, movement and control plus every pitch to 1's didn't matter. You could take any batter, change his pitch velocity to 90mph and he would become a green rated pitcher. This only happens to the league I was in my 30th year. I started a new one and the ratings went back to normal.
