No Scouts

I started a historical league with the Gambo DB, and saved it as a template. I then loaded the template and began the game, which allowed me to have a fantasy draft that involved only the players in the free agent pool. (the rosters otherwise stayed the same). One problem -- None of the major league teams had personnel, and in the end there weren't enough for the teams, primarily because there were no trainers or scouts. I really like being able to draft the excess negro and japanese league players onto the historical teams at the start of my league, but after running through a full season, there were no additional scouts, which, is kind of a problem.

Anything that can be done?

Hi there. I'm very sorry it's taken us so long to post an "official" reply in this thread. Still, I'd like to figure out if there is still an issue here, so we can make sure it gets taken care of for OOTP 11. Are you still experiencing this problem?
