You mean an online league?
You must, otherwise you don't need on-line hosting. I doubt you find anything good for free that provides what ootp requires. Check out this, not free but reasonable http://www.ootpdevelopments.com/boar...-packages.html

Occasionally you'll see people (like this guy) offer to host your league in exchange for, I guess, bringing eyes and thereby revenue to their site.
Also, read this and this (specifically how he says you don't absolutely need one).
