Pros and Cons of Inaugural draft w/Budgets?

I was just wondering in any of you guys have experience with Inaugural drafts with budgets in an online league. Does it actually prevent an owner from drafting a player if he exceeds the budget?

One of my owners noticed that he could see this option and change it on his machine. Seems to me this would be a bug?

Anyone ever run an inaugural draft with version X?

Did your owners have access to this information?

Is it a bug?
