Double Weight of Current Year Stats

What effect does this have? Why was this put in there?

It makes the current year's stats seem twice as important to the AI, relative to other data. It was put in there so that you can control the behavior of the AI when it makes personnel decisions.

So is this something good to have checked for a historical replay?

It might depend on the period. I get the impression that during its early period (esp. the Deadball era), baseball's executives largely took a "what have you done for me lately?" approach to player evaluation. Guys were fungible assets without much money invested in them long-term. So it might make sense to check the box then (and maybe at most points prior to free agency).

In the modern game, players tend to have more money invested in them, and front offices are getting smarter in re: the randomness of results over a small sample. A more long range view tends to be taken. So for modern play, you'd probably uncheck the box.

Someone who knows more about historical changes in player evaluation attitudes might be able to give a better & more definite answer. But I'd say: if you're playing pre-1970, check the box. (Probably).
