Do Financials Affect Feeder Leagues?
In other words, if I create a feeder league and set options for a specific team's market size, fan interest/loyalty, cash/budget, media contracts, etc., will they have any effect on the success of the team?

That's unfortunate.
If these fields can't be set for feeders, it's gonna be hard to set up realistic college leagues. Without the ability to adjust these financial settings, what's to keep a low-level community college from producing the same number of draft prospects as ASU or USC or Texas? Any chance this could be corrected in a patch? Or does anyone know of any other workaround that might simulate a more realistic disparity between schools? Well, I'm not, so I might be barking up the wrong tree.
But what if you created "nations" for college conferences. Such as the Pac-10 "nation" and ACC "nation", and then you could assign population levels and talent levels (Excellent, Very Good, ..... Non-existant, like the nations are rated now) and segregate talent that way, couldn't you? I mean it would be a little more than that, but am I on to something here or way off base? EDIT: Or you could maybe just create 5 "USA College nations, such as USA College A, B, C, D, E" ranking from Excellent to down to Poor and then using the team by team nation thing assign individual schools to either a really good nation or a really bad one, couldn't you?? Again, I'm not familiar with the details of this.

LOL, or maybe it's all for naught anyways because feeder leagues base their "nationhood" on the leagues they feed. Sorry, if that's the case I've totally wasted your time.
EDIT No, I just created a college feeder league to an existing major league I had, and the options are all available there too, including limiting the foreigner percentage. I suppose you could set up 5 "levels" of USA college nations from Excellent to Poor, assign each team to a specific level, and allow for say 10% foreigner so the bad schools may once in a while get a guy from a good USA College nation. Is this how the team nation thing works or have I totally misunderstood it?

There are really only a couple problems I can see with this method...
For one, it still would result in some historically weaker teams being theoretically even with the more dominant programs. Granted, a conference like the PAC-10 is usually pretty strong top to bottom. But as you go down into the lower divisions, especially into the NJCAA, there are going to be greater disparities between programs, and that won't be reflected very accurately. Now, if you had maybe 20 levels of baseball quality, it might work. I just don't know that 5 will result in a realistic hierarchy. The other issue for me is that I am using my States-As-Nations mod. If I switch to a Conferences-As-Nations mod, I'm losing the ability to identify players' origins, which is a big thing for me personally. However, there could still be some way to utilize the nations file to achieve my goal. One limitation I discovered recently is that there seems to be a limit of about 1,000 "nations" that you can put into the file. (At one point, I had the crazy notion of turning each city into its own nation in order to create a high school league, but that obviously would exceed the limit.) Anyway, I appreciate you brainstorming on this subject. If you have any further thoughts on it, please don't hesitate to share them.
