What are the rest of their stats? Based on what you posted, I'd vote for Arroyo.

20 wins may be a magical number, but 19 is nothing to sneeze at, and Arroyo has over 100 Ks fewer than Harden. In that sense, it's a no-brainer. Harden is your winner...

Except that if this was an actual vote, Arroyo would get it because of the twenty wins. Harden may well have pitched better (what do the team records and the run support data look like?) but a twenty game winner is a twenty game winner.

Cincy won 93 games and Chi won 88. Can't find run support during pitching performances though.

Arroyo did not spend anytime on DL Harden had 2 15 day stints.

harden must've gotten a decision for every single start if he technically missed a month and still got 27 decisions
