Adding new league to existing universe via template

I'm trying add a new league to an existing universe by creating a template and adding the league template through the game setup screen. However, the new league starts without a preseason or a schedule. Am I doing something wrong?

I tried creating a schedule using the game generator. I was able to play one season, but the game doesn't go into offseason mode, and I have to create a new schedule again.
