High/Low A Ball

I have something that I don't know if it is a bug or just me being confused...

I have noticed that at least for the St. Louis Cardinals, the distinction of "High" A ball does not exist. IRL it would be a promotion for a player to move from the Midwest League (A) Quad Cities Riverbandits to the Florida State League (A+) Palm Beach Cardinals. The game sees them as equals, and the initial rosters are almost flipped compared to IRL I've noticed.

Is the game supposed to have A and A+ ball? Is this a glitch? Does the game just not recognize that distinction? If the game does not recognize this, can I edit my leagues to make it recognize A+ ball?

Unfortunately the game doesn't have a distinction between high A and low A.
