Fictional (available) staff: Why so good?

Why are the fictional staff who's available in the MLB file so good? Am I missing some interpretation here?

The trainers all suck. I can't find anyone who's better than a 5. Some good managers, PC, and HC out there though.

One thing I noticed, Managers want Manager money, even when you are offering a bench coach position. Not sure if that is intentional or not.
