Can't Afford Anything

Hey everyone, I tried searching for this issue to see if anyone else brought it up, but I haven't found it.

I just started OOTP X out of the box, new 2009 league to as closely replicate the current MLB season as possible.

However, I'm having a little trouble with finances. It seems like no one has any financial wiggle room- no one can afford anything. I can't afford to sign players to the league minimum during the season, and no one can afford my expensive players in any salary dump attempts.

There's got to be some setting I haven't found yet.

Any input would be greatly appreciated! Thanks!

Seems like this is happening a lot. I'm trying this later:
