Extended Text Characters

Is there a way to make sure these show up correctly in the game? For example, the cities.txt file has Sept-ÃŽles, but in game it shows up as shown in the attached image.

Shouldn't that be Sept-Îles.

That was my first though, so I don't know if the city name is correct or not.
