Creating Lesser Leagues

So for the first time in my baseball universe, I want to create some leagues around the world but have them filled with lesser talent than the American league I have. I would like it so only a small amount of players can come over every year and actually be able to make an impact on the American league. How do I make it so the talent in these leagues is lesser?

Game setup/ League setup/ Strategy

Make your lesser leagues Player creation modifiers less than that of your Main league is a good start.
