Stealing on 1st pitch always?

When not using PbP mode, will a baserunner always attempt to steal on the first pitch of the at bat? This seems sort of silly but I trust that OOTP did it for a reason as I know this has been like this for years.

Someone ease my mind!

Not in my experience. Do you mean the AI?

Yeah the AI. It seems a steal attempt only occurs on the 1st pitch of an at bat.

It does seem it happens quite frequently and more so than it should. I have seen runners steal on counts other than 0-0 however. I wonder if it doesnt have something to do with 1 pitch mode.
