How Do I Find True Ratings?
is the OOTP scout the actual ratings for a player to begin the game?
It seems like there are players who are over/under rater with both scouts, and mine seems worse than the OOTP one. Lincecum is a 3 star pitcher |

If you are in Commissioner Mode, you can look at the true ratings in the player editor. The OSA is not the true ratings - in fact, it is generally considered less accurate than most team scouts.

I don't know if it's changed too much in the recent patch, but remember that current year performance is used in the star ratings. So if you have a very talented pitcher who has been slumping with a 4.50 ERA, he might not be rated 5.0 stars.

I saw this in my league before i downloaded the patch. A catcher batted .320 with 15 HRs in 225 ABs so he became 4 stars and i made him my starter and he batted .205 with 5 HRs in 525 ABs and went back to 1 star
