This MLB International Scouting Problem

....It's getting buried in the patch thread (and others) and I'm probably adding to the difficulty by started this thread, but here's what I found. I posted in this link. Tell me what I'm missing. The scouts are finding prospects. I don't see that it's broken.

You might as well repost, and summarize your thoughts here, rather than linking to that other thread. I'm not sure what your point is other than the prospects aren't very good. (If that's your point, then I agree).

My point is, I keep hearing that International Scouting isn't working in the MLB major league that comes with the game. Well, now in retrospect, I see it's the quickstart they're talking about. I rushed to my example, but I'm loading it now. I selected the New 2009 Major League Game direct from the opening screen, but it loades majors.quick just like the Quickstart selection did. I'll know it a minute if there's any real difference. It may be a "nevermind."

Nope, same thing. By 4/27 I have Tim Wilken finding a 24-year-old in Cook Islands and on 4/23 one in Ethiopia.

So the (my) question is whether fully patched MLB quickstart leagues initiated after the first patch will find international players or whether you need to restart the league with the most recent patch. I won't be able to test this until Wednesday night so I'm hoping someone is in the same situation and can beat me to it.

I'd do what I did, or trust the first step at least, go to Game Setup and make sure the box is ticked under the Player & Picture options. If you want to run a trial, back up your league, and bump your scouting to 100% to make sure you do find one early in the year. If you don't, it may be a function of your team's budget, but I doubt it. My guess is one'll turn up. Then it's just a matter of deciding how much % to devote to the effort & whether the return is actually worth the investment for you.
