My prospects are not developing...

I run my organization with minor laegue managers making all decisions. My tem has been bad for 10 years so I have had lots of players as the top 5 picks in the draft and a few #1s. Is there some advice on what I can do to influance development? I stopped allowing the minors to cotrol hirings and releases because it was turning loose my #1 draft pick after one season.
Is there a way to assure that a propect is not released?
Is there a way to force a minor pitcher to a certain role such as SP, MR or CL without taking full control of minors lineups?
How does the AI do in development on knowing when a prospect needs to be promoted to the next level?
If I handle promotions and demotions myself, is it best to leave a high potential prospect to have great numbers in a lower level or is it better to promote them and continue to increase their challenge?

To answer one of those questions, generally it is better to let them dominate at a level and then move them up for a challenge.

Have you tried different scouts?

My scout has farily good ratings: 20 Majors, 16Minors, 17 Amatuers

Should check his preferences too. If you have a scout with a preference for ability over tools, and an extreme preference for speed over OBP, or veterans over prospects... all of that is going to taint his view on players even if his scouting ability is very high.
