For those of you who create fictional world leagues

Every time I have tried to create a fictional league with teams from different countries, the computer never makes enough players from countries with anything less than an excellent rating (5) to fill a team. This happened even when I set the limit foreign players to the maximum setting (10).

I want the players from these countries to have trouble beating the teams from the better countries, so setting the ratings even isn't quite what I'm looking for.

Now I think about it, maybe the baseball program quality rating influences how many players from this country are created, not how good they are.

Anyone have any insights here that can help me?

I either do not understand what you are saying or have had compleatly different results, I made a league with european countries, 1 team in all countries with average or fair baseball, with 8% forighners allowed and was able to fill every team with free agents left.

The only issue I had with this was when I let them have 4 forighners on a team the players got 4 forigners and 21 from thier country on thier team but the minors was full of anyone most the time no others from thier country.

I also made a league in austrailia, and new zealand, just gave them 10% forigners but not team limits, but the game prodused a few more austrialians than new zealanders, but it still had plenty of palyers from both countries

I think the game looks at forigner limits and number of teams and makes sure you have right ammount of players. Though I guess if you had the US and some nation that never heard of baseball you may have issues fileding a team. I usually add other leaugues like the ML and INT leagues to have different gaps in level

Hmm, well, what it should do is have the weaker countries field some gosh awful players for the final few slots. You know kind of like China and South Africa in the WBC. Heck, the Netherlands had an A-ball guy at SS this past year if I remember.
