Why is the minimum player salary higher than below average salaries?

I just noticed that in the financials file, the minimum player salary is consistently higher than below average and worse player salaries. I'm in 1879 right now - the minimum salary is $176, but below avg is $156, fair is $123 and poor is $63. The below avg salary doesn't catch up to the minimum salary until 1912, fair doesn't catch up until 1941, and poor is consistently lower than the average salary - $342k vs. $421k in 2010.

First of all, do I somehow have a bad file? If not, what is the reasoning behind this? How does it affect salary demands? It seems to me that it would essentially flatten the salary curve, so sub-average players would all essentially ask for the minimum, since they can't ask for less. Can someone enlighten me here, or is this a yet-unnoticed problem?

Hmmm ... yes, you don't have a defective file. This is an artifact of efforts to revise the financials that went on during OOTP10 beta. It was part of an experiment. The fact that it never got corrected is something of a mystery. However, the result of the experiment was the conclusion that it didn't matter. This is also a bit of a mystery, but there it is. Regard it as a cosmetic flaw at this point.

So what happens? Do all below average quality players just ask for the minimum, or does the game somehow rescale contract demands?
