Where do international scouts go?

In my game, I find that my A++++ rated scouting director likes to go to Iraq and find 1 star players. The old scouting system was cumbersome, but at least you could tell the scouts what countries to scout. What countries do your scouts like to visit?

The last thing OOTP needs to do is take ANY ideas from one of the worst and most unplayable games of all time.

On this subject...can someone please explain to me how scoting works as it relates to stars? Markus still contends it's working as intended, but why are there different star ratings on the player profile page from the scouting star ratings?

My experience was with the XBox 360 version but the problems were endless. Starting pitchers exhausted after two innings. Your closer just disappearing from your team and not being able to be used. Every game ending in a score that looks like a football score.

Spend about a half an hour going through Other MLB Titles - 2K Sports Forums
these forums. People are still asking for their money back. Biggest waste of $40 ever.

If you're talking the BNN Profile Page, then that's because that's their OSA Star rating shows there. It's pretty much the generic inaccurate rating that everyone can see.

Your scouting star rating is what your scout thinks and would not appear on the BNN Profile page.

I believe the system is working as intended also.

From GameSpot:
Quote:
Player lists are abbreviated so that you can see only eight names on the screen at once, forcing you to tediously scroll through multiple menus.
Quote:
Information is presented in an almost nonsensical manner. The player negotiation screen, for instance, covers just six core stats for batters and pitchers, like AVG and W-L. So you're forced to go rummaging around elsewhere in the rosters to dig up thorough information regarding essential data, like at-bats and hits allowed.
Quote:
Vital data, such as overall player ratings and potential ratings, is often tucked away in layered information screens, necessitating a ridiculous amount of searching whenever you take on even the most rudimentary task. It's tough just gathering the information needed when setting up pitching rotations. And it gets even worse when it's time to sort through the dozens of players who need the protection of a 40-man roster prior to the Rule 5 draft every winter.
Quote:
The menu screens aren't linked to one another either, meaning that you can't zip from one screen to another. When you're trying to re-sign a player, for instance, and he tells you he wants more years on his contract, you can't move directly from the e-mail telling you about this demand to his negotiation screen. Instead, you have to scroll down the main menu to Transactions, open its submenu list, scroll down to Payroll, open it up, and then scroll down that list to the player's name to pull up his contract offer page.
Quote:
MLB Front Office Manager needs a lot of work to be ready for the big leagues. The game offers an impressive amount of depth and great support for online leagues, especially for management-sim-deprived consolers. But playing it is such a chore that anyone seriously interested in such simulations will quickly move on to a more serious, if PC-only, effort like Out of the Park Baseball.
But even with all that, just because the game is poor doesn't mean that it was built on poor concepts. They could be good concepts that were just executed poorly.

I'd be interested in hearing what was interesting about their scouting before dismissing it out of hand, since I have no idea how the scouting worked.

I know the general consensus was that the game was abysmal, but the past thirty years of gaming are littered with games that were good in concept and horrid in implementation.

To me, if I ever saw the game for $5-$8, I'd consider picking it up (almost) regardless of how bad it was.

I am assuming that you never played it before. While most of the game was as bad as advertised, one of the best parts of the game was scouting allocation.

I did in fact play it. While the scouting allocation looked cool, I couldn't tell you if it worked or not because it's impossible to play the game. Starters who go three innings max most the time doesn't really work for me and when you are paying a closer millions and you can't choose him, it takes quite a bit out of it.

You can watch some of the developer diaries here( 2K Sports - MLB Front Office Manager ) to see a bit how the allocation worked. Again, if it actually produced results though, who knows.

I am not talking about BNN.

I read the expanded manual. It's actually not a bad idea. It's a moot point on whether it worked in Front Office Manager.

Budget Allocation

When you click on budget allocation, you are brought to a map of the globe. The map is broken up into regions that define where you can spend your scouting money. Use the slider bar to allocate the amount of money you wish to spend in a specific region. Class is a way to rate your scouting network in a given region. The class can be rated as A, B, C, or Not Invested. The more money you spend in an area, the better your scouting will be and the more top level prospects your organization can find.
American Draft – Regions for eligible players from North America and Puerto Rico.
International – Regions for eligible players from the rest of the world.
Region – Area or country where players are found.
Class – Level of funding within a region, rated between A and Not Invested
Invest / Max – The current amount of money invested is on the left, whereas the maximum is on the right.
Funds Available – The current available spending budget that your team has.
Players from the Region – Current number of MLB players from the specified region.
Over past 3 years – Total of the funds invested in that region over the past 3 years
Funds needed over 3 years for – Total funds needed over three years to raise the Class rating

Some notes:
  1. The world in OOTP is generally customizable. Aside from continents (Europe, Asia, etc) the Nations and its Cities are completely up in the air. So, there's no static concept of "the world" that OOTP can use to make something pretty, like a map.
  2. OOTP doesn't have regions. They don't even have states. They have cities (which carry some optional state information). It might be possible to set allocations for states, but I'm not sure if the data is optimized to do that right now.
  3. Because the game is customizable, the concept of scouting a region would be different. People don't have to play with feeder leagues. So theoretically scouting a state would be more like scouting someone by their hometown. In a modern setting, that would feel unrealistic for college players.

That's something I don't understand. If you have scouts turned on, why should the OSA ratings show up on the player profile page or the HTML page?

I didnt find it cumbersome at all.. maybe for some a little tough to get used to or seemingly too much micromanaging, but personally I loved the way it worked with multiple scouts you told where to go! Id love this as an option in 11, new or old system.
