Drug Abuse

What exactly does this option add to the game and is there an option to "feed" my players steroids?

In other words:
Can i give X player PED's and his development rate will increase but with the chance of getting caught and suspended?

Or is it just normal drug abuse and no affect on talent or ratings?

All that option does is suspend players at random for a variable number of games.

No talent bumps or drops take place.

No, you can't give your players drugs. It's just a suspension trigger that some requested to mirror the real world.

In my solo baseball world the option is turned off.

Mine is turned off also, but only for the first 70-80 years. I turn it on as I reach the mid 80's for more historical accuracy.
