Expansion minor league team question

Just expanded at the end of the 2009 season using the MLB quickstart (with some changes).

I've gone to a 4 division 8 team config in both the AL and NL.

Anyway, I noticed in the quick-start that teams have minor league teams at the following levels:

AAA
AA
A
A
SA
R

The expansion teams came in like this:
AAA
AA
A
SA
R
R

Instead of a 2nd A team, the expansion teams have a second rookie team.

Question 1:
Is this a big deal? Is this something I should change?

Question 2:
If I change it, which I'd like to do, is it going to really matter all that much which league I put these new A teams in (I'd probably just move a R team to A instead).
