When to hire (all) coaches?
First, it seems just as arbitration begins, I can start to sign coaches/managers. Is this the best time to do so? Is it cheaper to sign them later?
Also, what about for short season leagues or winter leagues? Do I hire these guys right now or should I wait? Will they play THIS winter or next? I'm currently in November.

This may not really answer your question entirely, but I usually just sign the guy I want when he's available and there is an opening. In terms of coaching, I'm more concerned about the quality I get than whether or not I end up overpaying by a couple hundred thousand or more. That's chump change compared to the problems that would result from poor coaching, considering that coaching is still cheap compared to signing even average level players.

I learned that coaches/scouts become available at season's end (day after regular season). That means the end of the minor league season, and then again at major league season end. I shop for personnel then, because better personnel are available at that time.
